The Quebec Rule Change (2026)

Quebec's two major immigration programs just shifted dramatically:

OLD RULE (Pre-2026): Learn French after arriving in Quebec. Study at a French language center. Integrate over time.

NEW RULE (2026+): Prove CLB 7 oral + CLB 5 written French BEFORE landing. No post-arrival pathway.

This eliminates hundreds of thousands of applicants who were planning to learn French after arrival.

Which Programs Changed?

Program 1: PEQ (Programme de l'expérience québécoise)

Who applies: International graduates and skilled workers currently in Quebec

NEW 2026 Requirements:

  • CLB 7 oral French (B2 CEFR speaking) — THIS IS NEW
  • CLB 5 written French (A2/B1 reading/writing) — THIS IS NEW
  • Quebec work/study experience (existing requirement)
  • Post-secondary education (existing requirement)

Program 2: PSTQ (Programme de parrainage des travailleurs qualifiés)

Who applies: Skilled workers outside Quebec (employer-sponsored)

NEW 2026 Requirements:

  • CLB 7 oral French — THIS IS NEW & MAJOR
  • CLB 5 written French — THIS IS NEW & MAJOR
  • Employer job offer (existing requirement)
  • Work experience (existing requirement)

What Do CLB 7 Oral & CLB 5 Written Actually Mean?

CLB 7 Oral French = B2 Speaking

You can:

  • Have 15-20 minute conversations naturally
  • Discuss complex topics (work, politics, philosophy)
  • Make nuanced arguments and express opinions
  • Understand native speakers at normal speed

Difficulty: HARD. This requires serious French study (B2 CEFR = 9-12 months from intermediate)

CLB 5 Written French = A2/B1

You can:

  • Read emails, news articles, job postings
  • Write simple emails and forms
  • Understand most written French at moderate speed

Difficulty: Moderate. Much easier than CLB 7 oral (6-8 weeks of study from A2)

How to Test These Levels

Official tests accepted by Quebec:

  • TCF (Test de Connaissance du Français) — ~$100-150
  • TEF (Test d'Évaluation du Français) — ~$120-180
  • DALF (Diplôme Approfondi de Langue Française) — C-level tests

Scoring needed:

  • CLB 7 oral ≈ TCF 200+ OR TEF 300+ (in oral section)
  • CLB 5 written ≈ TCF 120-150 OR TEF 180-220 (written sections)

Your Pre-Arrival French Study Plan

If you're at A1/A2 level (beginner): 12-16 weeks intensive study

  • Weeks 1-6: Build to A2 (300 core words, basic verbs)
  • Weeks 7-12: Reach B1 (1000+ words, complex conversations)
  • Weeks 13-16: Polish to B2 (nuance, fluency, native-like speech)

If you're at B1 level (intermediate): 8-10 weeks to B2

  • 3x/week tutoring with native speakers
  • Daily shadowing (20 min) of native French
  • 30 min conversation practice daily

Impact: Who Qualifies Now?

BEFORE 2026: Anyone with Quebec experience or job offer + CLB 4 French could eventually qualify (learn French after arrival)

AFTER 2026: Only people who ALREADY speak B2 French (CLB 7 oral) qualify

Result: ~60% reduction in qualified applicants. Only serious French speakers will qualify.

Bottom Line

Quebec just closed its "learn French after arrival" door. PEQ and PSTQ now require CLB 7 oral French BEFORE landing. If you're aiming for Quebec, start intensive French study immediately. You need B2 proficiency tested before your application even gets reviewed.
